The expected c0ompensation at the time of hire is between $89,000 – $100,000, depending upon qualifications. Budgeted allowances will be provided for professional development and participation in professional organizations. Comprehensive benefits are available as well.

Responsibilities
General Operations Oversight
- Plans, organizes, coordinates, supervises, and evaluates programs, plans, services, staffing, training, and equipment of the transit system. Coordinates operations to obtain optimum use of facilities, equipment, and personnel.
- Studies and standardizes department policies and procedures to improve the efficiency and effectiveness of operations. Ensures compliance with all departmental procedures and policies.
- Ensures services are provided within budget and follow action plans developed and implemented to improve operational efficiencies.
- Evaluates issues and options regarding municipal transit operations and makes recommendations. Assesses resource needs, problems, trends, and plans accordingly.
- Determines work procedures, prepares work schedules, and expedites workflow.
- Recommends any revisions in rates, routes, or changes in schedules in order to improve passenger services.
- Directs preparation and retention of dispatch and vehicle operations records and reports. Checks trip and dispatch logs for conformance with schedules.
- Maintains City and contractual assets (vehicles, facilities, inventories, tools, and equipment).
- Prepares composite reports from individual reports of subordinates.
Financial Oversight
- Maintains direct fiscal responsibility for the development and management of the overall Transit System budget.
- Prepares and documents budget requests; administers adopted budget in assigned area of responsibility. Analyzes, prepares, and develops budgets and forecasts.
- Negotiates all contracts and authorizes all contractual services for Transit System operations including leases, fuel, maintenance, administrative functions, information technology, marketing, etc. Participates in all contractual negotiations and partner contracts within both the UZA and Rural systems.
- Responsible for all departmental purchasing of capital requirements.
- Manages procurement and planning for capital and operating investment.
Personnel Management
- Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, and recommending promotions, discipline, termination, and salary increases.
- Handles all disciplinary actions related to infractions of operating regulations. Initiates investigations into causes of accidents, interviews operators concerned to determine responsibility, and takes actions on findings.
- Maintains harmony among workers and resolves grievances.
- Directs and participates in staff training, establishing training goals and requirements for all personnel. Provides manuals, bulletins, and technical guides to improve services and operational activities.
Community & External Engagement
- Works with community agencies, local, state, and federal officials on transit issues within both of the CATbus’ designated UZA and Rural Areas.
- Processes passenger complaints and initiates corrective actions designed to improve customer relations and services.
- Provides and promotes effective communications with customers.
- Responds to public or other inquiries relative to department policies and procedures.
- Participates in ACATS study and policy committee and makes presentations, as necessary.
- Represents the CATS amongst community groups, City leadership, national associations, and other relevant stakeholders.
Qualifications for Consideration
Education, Experience, and Licenses
- Bachelor’s degree in management, business administration, or related field
- Six years of transit experience and administration management experience; or any equivalent combination of education, training, and experience.
- Must have a valid South Carolina driver’s license or the ability to obtain one with a commercial driver’s license with air brake and passenger endorsement.

- Laws, ordinances, standards, and regulations specific to transit duties.
- Organization of the department and related departments and agencies.
- Functions and interrelationships of the City and other governmental agencies.
- Principles and practices of transit operations, including programs, procedures, regulations, and policies.
- Equipment and facilities required for transit programs.
- Principles and practices of maintenance and use of transit buses.
- Community transit needs and resources.
Skills and Abilities
- Proficient in operating required tools and equipment.
- Ability to coordinate, analyze, and utilize various reports and records.
- Capable of establishing and maintaining effective working relationships with citizens, employees, supervisors, other agencies, and the public.
- Effective oral and written communication skills.
- Competent in developing and updating bus routes to meet public needs and adjusting procedures as necessary.
- Planning, organizing, and directing subordinate transportation staff.
- Making sound, educated decisions.
- Planning and developing daily, short-term, and long-term goals related to City purposes.
- Ensuring compliance with laws and regulations through effective supervision.
- Applying supervisory and managerial concepts and principles.
